Issue/Introduction

Received the following error while upgrading the notification server from version 8.5 RU4 to 8.6 RU1:

"Execution of the Windows Script Host failed. (Access is denied)"

Also noted in the Windows System event logs an error about DistributedCOM permissions, Event 10016, "The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSD..."

The errors also occurred during a full repair of the platform.

Environment

Release: 8.5, 8.6

Cause

Suspected either that the Antivirus software blocked the execution of an upgraded related script or that Windows Script Host had the Enabled value set.

Resolution

Recommended the following two actions:

  • Identify if your Antivirus software is blocking the execution of Wscript.exe, and if so, set an exception for the Application Identity/Service account.
  • Review the following registry keys, looking for the value named Enabled, and delete the Enabled value
    • HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows Script Host\Settings
    • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Script Host\Settings

After setting the registry keys, the customer was able to successfully upgrade
