CEM Logon Gets ZWEAM400E With 'R_datalib error: profile for ring not found (8, 8, 84)

Issue/Introduction

After permitting READ access to IBMFAC(IRR.DIGTCERT.LISTRING), when signing on to CEM (Compliance Event Manager), the following error is received: 

18:38:42.986 [main] ERROR org.zowe.apiml.security.HttpsFactory - ZWEAM400E Error initializing SSL Context: 'R_datalib (IRRSDL00) error: profile for ring not found (8, 8, 84)' 

Is it possible to disabled this check since zOWE is not being used?

Compliance Event Manager doesn't officially have an option to disable zOWE configuration, but you should be able to safely ignore the ZWE* messages if you are not using Zowe.
