PAM-PRX-0013: File transfers are not permitted via SSH TCP service

Issue/Introduction

Users unable to connect to systems using winscp after upgrading from 3.4 to 4.0.1.  They are getting an error popup with message "Network error: Software caused connection abort".  Works fine on 3.4.  Winscp versions differ from 5.13 or 5.17. The PAM session log shows messages "PAM-PRX-0013: File transfers are not permitted via SSH TCP service." at the time the user tries to connect the WinSCP client.

Cause

It turned out that somehow the file transfer options SFTP and SCP were unchecked in the service in 4.0.1.

Resolution

Make sure the file transfer options SFTP and SCP are checked in the TCP/UDP service you have defined for your SSH clients such as WinSCP, if you want to transfer files.
