sdk_perl 20.30 device metrics not created

Issue/Introduction

UIM 20.3.2 on windows 2016 and sql 2016

We used to follow the doc: "Publish Qos to USM with Perl" to create qos (device metrics) that can be seen in USM;

and now with version 20.3.2 in the Operator Console Device Metrics.

With the availability of sdk_perl 20.30 we upgraded our perl version to 5.32, but now our entries in the table: cm_configuration_item are not created anymore with as result that the device metrics in OC are not there anymore.

If we replace only the perl directory / nimsoft/perllib back to the 5.12 version all works again without any change in our perl source.

Fixed in the attached build.
