Filtering for Skill Weighting in Resource Finder not Working

Issue/Introduction

SUMMARY: When filtering for Skill Weighting in the Resource Finder, the filter is ignored

STEPS TO REPRODUCE: 

1. Navigate to Home->Resources-> <resource> ->Skills
2. add a Skill to a 3 users, for Example 'Acoustics', and give each user the same values for Proficiency (5) and Interest (5), and give them all different Weights (2, 3, and 4).
3. Navigate to Home->Resource Finder and expand the filter
4. Next to Skills, click the Browse icon
5. Check the box next to the Acoustics Skill, set Weighting to 2, Proficiencies to 5 and interest to 5
6. Click Add
7. Click Filter

Expected Results:  only resource with weight 2 is returned

Actual Results: all 3 resources are returned
