Issue/Introduction

When installing Enforce on a server, getting "Error ORA-12637: Packet receive failed"

Cause

New Feature added to 19c. The Oracle client will trigger the server to test for OOB availability at connect time. If it fails the error is reported.

Resolution

Oracle has a KB here published for this error for their licensed customer.
