Staff Allocation Page Performance issue after Upgrade to 15.9.2

Issue/Introduction

After upgrading from Clarity 15.4 to 15.9.2/16.0.0,
the Resource Management > Capacity Planning Overview page > Staff Allocation page has a performance issue.

When expanding the OBS structure and clicking on the Staff Allocation icon, it can take up to 7 minutes to load.

Each pagination thereafter takes 5 minutes.

Resolution

This is reported as DE63465 and is resolved in 16.0.2.

Workaround: Create a non-clustered index on the table (PRTEAM) with only the column(prresourceid)
