Can't create control block instance when starting SiteMinder health monitor

Issue/Introduction

After a system patch update, the SiteMinder health monitor did not start.

The smps.log file has the following error messages:

[ERROR][sm-Server-02740] (IPCPR  ) > Control block; can't create control block instance.
[ERROR][sm-Server-02740] (IPCPR  ) > IPC provider; Cannot create control block.
[ERROR][sm-Server-02740] (CONAPI ) > Channel; error initializing channe provider, code=-4

Cause

The Java update on the Windows system removed the existing Java version folder.
The Java related SiteMinder environment variables were not valid as they were pointing to a folder that does not exist anymore after the Java update.

Resolution

Updating the SiteMinder environment variables related to the Java location to the current Java/JDK folder will resolve this issue.
