Excel Add-In 2.4.4 Error: "Error Connecting to Rally: The underlying connection was closed: An unexpected error occurred on a receive"

Issue/Introduction

When attempting to connect to Rally through the Excel Add-in for 2010 and 2013 the following error is received.

"Error Connecting to Rally: The underlying connection was closed: An unexpected error occurred on a receive" 

Environment

Rally Add-in for Excel 2010 and 2013

Cause

The add-in requires Microsoft .Net Framework 4.5

Resolution

Instal the Microsoft .Net Framework 4.5
