OPS0041H WTO return code = X'54' Not issued from a rule

Issue/Introduction

At the time of OPS/MVS startup I find the following message:

"OPS0041H WTO return code = X'54' Not issued from a rule "

Please can you tell me what kind of problem it is and how to solve it?

Component : OPS/MVS

Resolution

There are no consoles on this system and even the hardcopy log is suspended, which causes the errors that OPS is getting when trying to issue WTOs. Review the system settings and make sure the hardcopy is enabled. This is configured in the CONSOLxx member of the SYS1.PARMLIB library.  Compare the member from this environment with another system where OPS is working properly. Usually the statement that defines the hardcopy log in the CONSOLxx member looks like:

HARDCOPY DEVNUM(SYSLOG),ROUTCODE(ALL),CMDLEVEL(CMDS)  

For this particular instance,  in the SYS1.PARMLIB  in the CONSOL00 member the following was made:

old parameter:
HARDCOPY DEVNUM(OPERLOG) ROUTCODE(ALL) CMDLEVEL(CMDS) 

new parameter:    
HARDCOPY DEVNUM(SYSLOG,OPERLOG) ROUTCODE(ALL) CMDLEVEL(CMDS)
