ACIDs can change Passwords multiple times per day with 'NEWPW(MINDAYS=1)' in Top Secret

Issue/Introduction

The NEWPW Control Option has 'MINDAYS=1', however, some ACIDs can change their passwords multiple times in the same day.

Resolution

Only TYPE(USER) ACIDs are subject to 'MINDAYS' processing. Administrator ACIDs, SCA, LSCA, ZCA, etc., aren't subject to 'MINDAYS'.

'MINDAYS' is also not applicable to Users who have a Non-Expiring password.
