RC=00 No resource protection by IMPL mode

Issue/Introduction

IMPL mode returns RC00 to create undefined resource.
Why does Top Secret return RC00 instead of RC04 when the resource is undefined ?

Resolution

In IMPLEMENT mode, all resources which have been defined to Top Secret are protected and can’t be accessed by undefined users unless permissions have been defined to the ALL record. Unauthorized access attempts by defined or undefined users are failed. Resources that aren’t defined to Top Secret are generally not protected and Top Secret returns RC=00 for undefined resources.
