Resolution

Those steps and files mention in the Cross Enterprise APM doc are not applicable to DX APM 11.2, 20.x, 21.x (SaaS or On Prem)

Any version of the APM server side 10.x EM, or DXAPM 11.2, 20.x, 21.x will support visibility of the CEAPM 10.5 metrics.  However CEAPM 10.5 requires the DXAPM Cloud Proxy to connect to the DXAPM Manager (SaaS or On Prem).   

Additional Information

The original problem with the agent not being able to report to SaaS was due to the agent pointing to the incorrect CloudProxy IP
