Roadmap Creation/Insert Not Saving Selected Rights OBS value

Issue/Introduction

Steps-To-Reproduce:

1. Associate Roadmap object with OBS to have Rights OBS lookup available to Roadmap.
2. Enter a new roadmap item with required fields
3. Enter several lookup values, e.g. Status including one for the Rights OBS
4. Enter the last required field.

Actual: The associated lookup (Rights OBS) value selected  is nulled/blanked out
Expected: The associated lookup (Rights OBS) value selected  should be retained.

This is reported as a DE63438 and will be under Engineering review.
