Stale alarms are forwarded to the Alarm notifier and hence generate tickets against the old alarms.

Patch Spectrum_10.04.02.01.D72 has been created to fix this. Contact Broadcom Support to obtain this. This patch has been included in release 10.4.3.1 and 21.2.1 or later.
After applying it, open the .alarmrc configuration file for editing, located at:
$SPECROOT/Notifier/.alarmrc
Then, add the following configs to it:
GET_EXISTING_ALARMS=FALSE
ALARM_DELAY_THRESHOLD_CONFIG=TRUE
Then restart the Notifier/s.
