Masking inconsistencies with FORMATENCRYPT1 function

Issue/Introduction

Masking inconsistencies on the Windows side when using the FORMATENCRYPT1 function with an Oracle database. The issue was noticed after installing FDM 4.9.215.0. The FORMATENCRYPT1 function doesn't return the same results as the baseline (FDM 4.9.203.0). However, it seems to be sporadic, and not in all cases.
