PWDtool is failing with special characters in password for DB Connection

Issue/Introduction

During the install the PWDtool fails when special characters are used for the database password.

There is was a known problem in 14.4 where special characters would cause the PWDtool to fail which is why your a combination of your special character passwords are failing.
