DFHXS1113 occurs during CICS startup with Top Secret

Issue/Introduction

During CICS startup we will sometimes receive the following message:

+DFHXS1113 applied 532
 The region userid cannot access system transaction CMPE. SAF codes
 are (X'00000008',X'00000000'). ESM codes are
 (X'00000008',X'00000000').

 

When this occurs, the region will not initialize correctly.  Recycle the region and it comes back up correctly with no DFHXS113 messages.
