Can not connect ARD Designer to TDM Portal when TDM Portal has a self signed SSL Ceritifacte

Issue/Introduction

We have Agile Requirements Designed ARD 3.1.1.4 and are trying to connect it to our Test Data Manager (TDM) Portal environment.
Our TDM Portal is using a self-signed SSL Certificate.
When we try to connect we get the following error.

Could not log into the specified TDoD service with the specified user name and password.
TDoD service reported the following error:

Fault code 99: TLS initialization failed

Environment

Agile Requirements Designer 3.1.1.4
ARD
Test Data Manager 4.9.X

Cause

This version of ARD does not support self-signed SSL Certificates.

Resolution

Install a Signed SSL Certificate in the TDM Portal.
Or
Contact support to update to ARD version 3.1.750.2 or newer
