How can we change the URL the {inboxLink} in an Email Notification Template directs users too?

Issue/Introduction

I would like to change the URL that is replaced by the variable "{inboxLink}" in  Email Notification Templates. 

Where can we adjust the value assigned to this variable?

This is controlled by the Property Setting "portalExternalLink.homeUrl"
