Any maintenance does not update the hlq.REQUESTS library at all and it contains user customized IQL that the user would need to maintain.
The IQL requests in question( HTLOCKS and HTURLF) were customized and were not compatible with the current product operation after the maintenance was applied. These were removed in order to bring up the Data Collector.
It is the responsibility of the customer to maintain user produced IQL in the hlq.REQUESTS library. This is by design. The IQL's in the hlq.CDBATREQ library are maintained by maintenance.
