Rally: Why "percent done by story != 100" filter condition doesn't work in portfolio timeline

Issue/Introduction

When users are trying to search features that are not yet completed, they usually place in the filter  "percent done by story != 100" and always the results are not accurate? 

Environment

Release : ACSAAS

Component :SAAS

Cause

This issue happens when a Rally user tries to filter the conditions without checking the field types in Workspace or Projects.

Resolution

In order to fetch the correct results in the "portfolio timeline" please set values in Decimal.
For 100% "percent done by the story =1" 
for 50% "Percent done by the story =0.5"

Percent Done By Story Count field is a Decimal Type in Rally.
