Issue/Introduction

Following as-job policy makes usage of filters. This policy gives following results:

1. user 'abi1' has access to ALL jobs EXCEPT boxes and jobs having 'aup1'

2. user 'abi2' ONLY has access to boxes and jobs having 'aup1'

3. users 'root' and 'autosys' have access to everything
