Issue/Introduction

MDM is seeing intermittent stalls, that can take 20 minutes to clear on their own.
Dump files show no response from a MSFT API call.
Microsoft case opened:

The subject line is: "Microsoft API not notified the packet event to the application. Event notification delayed for 15 - 20 mins"

The exact code application is waiting is 

 switch( WaitForMultipleObjects(_countof(hEvents), hEvents, FALSE/*wait all*/, INFINITE) )

 

and VC++ runtime is 2012 if required.
