It is a new message as of AutoSys 12.0 sp1 cum1  (12.0.1.01. 

It is related to:

problem #4865 SCHED DOES NOT COMPLETE JOB DUE TO UJO_GET_PRIMARY_INFO ERR
With it, the product can better handle certain cases where the agent completes a job without ever executing 
it especially when the agent experiences some submission error. The scheduler makes sure that every job start 
that has been acknowledged with a CAUAJM_I_10082 message gets a RUNNING event. If the agent omits the 
State EXEC AFM and skips on over to a State SUBERROR, the scheduler will supply the RUNNING event along with 
a comment to indicate that the event was generated by the scheduler and is not one that was converted from an AFM.
