Gen CSE Clients hang or loop after login window

Issue/Introduction

All of the Gen CSE (Client/Server Encyclopedia) Clients hang or loop after login window.
After starting a Client, the Client Logon window displays, then once the parameters are filled in and the OK button is clicked, a circular symbol appears as if the Client is hung or in a loop. This occurs for any client:

Checkout Client
Construction Client
Coordination Client
Encyclopedia Client
Support Client
Version Control Client

Resolution

There are two possible resolutions.

1. The CSE Server Message Dispatcher is not started.
   However this would normally result in message:
   MDEXI0090E Client unable to connect to the message dispatcher.
   (MDEXI0090E Error Message)
   
   
   
   
   
2. The CSE Server has a firewall that blocks the TCP/IP socket connection to the CSE hostname/port.
