Picking a date to start a Software Update Plugin Policy selects the day before

Issue/Introduction

Steps to duplicate:

1. Create a clone of the Default Software Update Plugin Policy
2. For Time Zone pick "Use Server Time"
3. Pick start date of 11/13/2021 (Any day after 11/7/2021 should work)
4. Click Save Changes

The Date will now show 11/12/2021

Any date before and including 11/07/2021 will show correctly.

Any date after 11/07/2021 will show the day before.

11/07/2021 is Daylight Savings Time.
