Global Collection not populating from a single landscape

Issue/Introduction

Trying to set up a GC to convert a IP Domain to a dynamic and attempting to confirm the devices are captured or included with the criteria.  One landscape does not allow any GC to populate with criteria.

One is any Palo Altos and one is 

TopologyModelNameString Does Not Contain "Universe:Tools" AND TopologyModelNameString Not Equal To "Universe:Guardium Devices" AND TopologyModelNameString Not Equal To "Universe:Key Management" AND TopologyModelNameString Not Equal To "Universe:Staged" AND TopologyModelNameString Not Equal To "Universe:Splunk Servers" AND TopologyModelNameString Not Equal To "Universe:CLIENT-FUNDSX" AND TopologyModelNameString Not Equal To "Universe:New Devices" AND Device Type Not Equal To "IP Device" AND Device Type Not Equal To "systemEDGE Host" 

there are about 800-1000 devices that should show up and yes Landscape is included in the Landscape button criteria

Resolution

SpectroSERVER restart can resolve these types of issues.
