Issue/Introduction

 PF key definitions in the init deck aren't being set as the default even though the Configuration manual says they should be.

In the clist to access the ca7 ispf panels, in the QA environment clist pointedsed to CA7QCMDS. This was apparently never setup from when 11.3 was installed.

Needed to copy CA7CMDS, and create CA7QCMDS member and that resolved the PF key issues.
