Email is Not Received When Resource Is Added To Project Team

Resources added to a project team are not being sent emails. 



1. The notification will only be sent out the first time a resource is assigned to a project team.
Any subsequent removal or re-adding of the same resource would not send out an notification.

2. An email is received if the resource > Account Settings > Notifications > Projects 
is checkmarked.

The email contains content:

You have received a new notification

You have been added to this Project:

Project Name: xxx
Project ID: xxx
Managed By: xxx
