Change *PGM objects in U2SY* libraries with USRPRF(*USER)

Issue/Introduction

Out of box, USRPRF attribute is *USER for *PGM in U2SY* libraries. Can we change it to *OWNER?

Resolution

It is not recommended to change any out of box 2E library USRPRF attribute and it should be kept as *USER

However, for any custom lib/mdl, you can change it to other values like *OWNER to prevent some users accidently modify it.
