Report: Financial Forecast Review by Plan Grouping does not return all records

Issue/Introduction

When using this report and grouping by Cost Type, Transaction Class, only one of the groupings is showing for each project.
          For instance if you have a cost plan that has grouping:
   

•     Cost Type:  Capital   Transaction Class:  Internal
•     Cost Type:  Operating  Transaction Class:  External
      
      Only one line will show on the report.  Normally Operating Cost Type

 

STEPS TO REPRODUCE:  

 1. Create a cost plan (can be manual)
 2. Group by Cost Type, Transaction Class
 3. Create 4 lines as follows and add some dollars
         Cost Type: Capital - 2 lines with different transaction classes
         Cost Type: Operating - 2 lines, can use the same transaction classes as for Capital.
 
 4. Make this the Plan of Record
 5. Run Load Data Warehouse job
 6. Run report Financial Forecast Review by Plan Grouping.  
    - Make sure you choose your project
    - Choose the correct fiscal period 
    - Group by Cost Type and Transaction Class
 7. Apply to run the report   

Expected Results: The report shows all pertinent lines based on the cost plan.

Actual Results: The report only shows one line from the cost plan.  In my example only Operating Cost Type showed.
                         Grouping by only Cost Type only shows 1 line as well.
