Running TIM with non-root user

Issue/Introduction

We need to have the TIM process run as non-root.  Is this possible? 

Environment

Release : 10.7.0

Component : Integration with APM

Resolution

TIM can't run with non-root user.

TIM need root rights to capture backend, it collects data raw from the network subsystem, and for that one root-rights are required.

Also, all the configuration of the apache web-server frontend and systemV/systemD registration require root rights.
