Is there any process that can compare the LPAR specific files with other LPAR's

Top Secret provides no direct compare function or utility.  You may be
 able to use IBM's SUPERC utility or some other standard compare facility
 against the output of TSSCFILE executed with the TSS LIST(ACIDS) DATA(ALL)
 command.
