Restarted system however receiving error "SA22 status "

Problem was caused by a failed shutdown. Possibly caused by a contention at shutdown. However, the re-startup was failing.
Customer tried using the PARM=CLEAR as documented but the parm was not being accepted.
Since the proc has been modified we discovered they should have used &PRM=CLEAR to resolve the variable in the proc.
