ACF2 - increase FILEPROC Setting in the OMVS Segment

Issue/Introduction

FILEPROC setting in the OMVS segment, the maximum value that can be specified is 131072.

The underlying OMVS parameter, MAXFILEPROC in the BPXPRMxx member of PARMLIB, has a maximum legal value of 524287.

The current upper limit for the FILEPROC parameter in the ACF2 for z/OS OMVS profile record is 131072. The underlying OMVS parameter,
MAXFILEPROC in the BPXPRMxx member of PARMLIB, has a maximum legal value of 524287.  We are changing the upper limit for the ACF2 for
z/OS FILEPROC parameter so that it matches the upper limit for MAXFILEPROC.
