data_engine probe fails to start - vcruntime140_1.dll and msvcp140.dll

Issue/Introduction

After Windows patching of the UIM Primary hub, the data_engine probe (and probes that have dependencies on it) do not start.  The data_engine log shows only max restart error messages.

In attempting to start the data_engine probe from the commandline, popup stating that there are missing files (vcruntime140_1.dll and msvcp140.dll).

In looking for these missing files, they are not found in the Windows\System32 folder.

Environment

Release : UIM 20.3

Component : UIM - DATA_ENGINE 20.31

Cause

A corruption of the Visual Studio C++ Redistributables causes the missing files.

Resolution

• Uninstall the 2015 and 2017 Visual Studio C++ Redistributables in Windows Programs and Features
• Download and install the latest Redistributables (https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-160)
• Restart the robot to start all of the probes.
