You may be missing the actions button / drop-down when going to Project>Financial Plan>Cost Plan for some projects in Classic Clarity. If so, you are not able to trigger actions such as new from investment team. It only impacts certain projects that belong to the same project type / security OBS.
Note: If you have admin access, you are able to see this option correctly for the project.
This is due to missing Project - Edit Financial access rights to the project

Grant Project - Edit Financial access to the projects for impacted users. If access is granted at the OBS level, check to ensure the user has Financial Plan - Edit access for the OBS that the project is set to.
