Started task receives $HASP708 RC=11 AUTHORIZATION FAILURE for OPEN error for SYSUDUMP output. 

SYSUDUMP is defined to SYSOUT=*

 What Top Secret authority in needed to write to SYSUDUMP dataset on the spool?

What is missing is a permit to the spool dataset(s) in the JESSPOOL Resource class.  The owner of the job needs authority to the JESSPOOL Datasets. 
The below permit in the ALL record will allow acids to write to the JESSPOOL datasets.  

A user needs authorization to view his output regardless of the originating node:
TSS PERMIT(ALL) JESSPOOL(*.%) ACCESS(UPDATE)
