Japanese characters (DBCS) are crushed on web screen

Issue/Introduction

1)When create the action using DBCS on the Compliance Event Manager web screen.
  After that, the Compliance Event Manager displayed the garbled characters on ACTIONS screen.

2)The "enable_poldb_dbcs" to Prefix.CFGLIB(CEMESLPC) set but the Compliance Event Manager was not working correctly.
  After set the "enable_poldb_dbcs", the both characters(SBCS and DBCS) became the garbled characters when create the action.

Resolution

Japanese characters require a mapdb that supports them. It looks like the code to change mapdb to support them was removed.  
So the "enable_poldb_dbcs is no longer changing the mapdb. So for now, it does not work.
