Upgraded from ITMS 8.1 RU4 to ITMS 8.6 and then to ITMS 8.6 RU1.
Cloned the "Symantec Administrator" Security Role and made modifications to it and noticed later that when trying to create a new Task that the console tree is blank as shown here:
NOTE: There are no messages in the logs that seem related to this issue.

Seems to have been some type of corruption in the cloned Security Role or with modifications that were manually made.
Cloned the "Symantec Administrator" Security Role again and made the required changes and can now create Tasks. Deleted the bad Security Role.
Note: Also reference the follow KB article if needed: Created new Security Role, now the Create New Task window is empty and user is unable to create new Tasks
