I attempted to upgrade our version of Harvest to 14 a few weeks back.
I reached a point in the installer where the Database Config utility prompted me for a database update. I filled out the window prompt with the correct host string information, but it could not connect to the database. I recieved the following error:
12560 [Oracle][ODBC][Ora]ORA-12560: TNS:protocol adapter error
Press the Enter key to continue
I confirmed I was able to connect using the same host string info via sqlplus.

You could use the Oracle SID instead of the service name. Broadcom Support recommend that you try HDBSetup again and when it asks for the service name, provide the TNS Service Name and then leave blank the "Host", "SID" and "Port" fields as those will be picked up from the tnsnames.ora file.
