Resolution

1. arcotcommon.ini DB connections like MaxConnections/MinConnections connections apply to AA components such as arcotuds, statemamager and arcotadmin only.

===================== Example excerpt from arcotcommon.ini ========================

[arcot/db/dbconfig]
DbType=mssqlserver
Driver=com.microsoft.sqlserver.jdbc.SQLServerDriver

MinConnections=4
MaxConnections=64
IncConnections=2
MaxIdleConnections=64

=================================== ==========================================

2. In Admin UI, the DB connections can be set for AA components such as for CA Risk Authentication and CA Strong Authentication services via Master Admin ==>Strong Authentication ==> Instance Management. Example screenshots shown below for CA Strong Authentication DB connection. Similarly, for CA Risk Authentication you can use Master Admin ==>Risk Authentication ==> Instance Management
