Users with the 'Administer Groups Owned by You and Others' and 'Administer Groups Owned by You' role rights cannot create users, add rules, or administer the top level group in a group in a group tree

If you have the 'Administer Groups Owned by You and Others' and 'Administer Groups Owned by You' role rights you will only be able to administer the sub groups in a group tree, not the top level group. So if the top level group is GroupA, and there are two subgroups called GroupB and GroupC and GroupA is added to the user configuration under 'Administer Groups' then you only can administer GroupB and GroupC. If oyu wanted to administer GroupA then there would have to be a group above it and the 'Administer Groups' section of the group configuration would need to be changed to reflect that group
