The "Provider Process Path" option is the path that defines the location of the start request forms for the given workflow provider. During the installation, you will be prompted for the Provider Process Path for all of Service Management as accessed by Service Desk, Catalog, and ITAM. If one examines an SDM Change Order workflow definition, the given path is specific to that particular Change Order Workflow.
While the default in the SM Installation for the upgrade should be "/", you can also view the current configuration on your 17.1 instance by querying the al_cdb_configurationparameters table and view the setting stored under field "configvalue", ie:
