Cannot add custom field to filter on Resource Workloads porlet after user had configured it once

Issue/Introduction

SUMMARY: After a new field was added to the Resource object, there are some users that cannot add the new field to the filter section on the out of the box Resource Workloads portlet.  The users can add the new field to the list column section of the portlet, but when they select it to be added to the filter list section, and click save and return, the new field will display in the list view but not in the filter section.

STEPS TO REPRODUCE: 

1. Go to Administration->Objects and search for Resource object
2. Create any custom attribute
3. Navigate to Home->Resource Planning->Workloads and add newly created custom attribute to the Filter section and click Save or Save and Return
4. Observe new custom attribute appears in the Filter section
5. Go to Administration->Objects and search for Resource object
6. Create second custom attribute
7. Navigate to Home->Resource Planning->Workloads and move second created custom attribute to the Filter section and click Save or Save and Return
8. Observe attribute does not get added

Expected Results: it should allow to add custom attributes to the Filter section

Actual Results: it does not allow to add new custom attributes to Filter section after user had configured it once.

Workaround: Restore to defaults (not ideal because user has to reconfigure it all over again)
