CICS regions will not start after IPL. The error message received in the CICS regions is:

TSS6161E CA TSS CICS Initialization Incomplete         RSN=11

ENF was not up when the CICS regions were started. ENF and Top Secret must be up completely before the CICS region is started or security will not be properly installed in the CICS region.
