Error: "Failed to find SQL on machine [<Ghost Solution Suite servername>]" when trying to install the GSS WebConsole

Issue/Introduction

Ghost Solution Suite (GSS) 3.3 RU7 fails to install the WebConsole and the errors seen in the logs are: 

Database Check Summary:
=================
    If upgrading to GSS 3.3 from a prior version the database will need to be located by the installer.
 FAILED - Failed to find SQL on machine  [<Ghost Solution Suite servername>]

NOTE: The GSS server is new with Windows Server 2019 and SQL Server 2019 installed on-box.
