When trying to launch CA TDM 4.9.1 Portal, we are getting the following error message:
The problem was with the IE 11 browser. We verified that IE 11 was configured to use TLSv1.2, since this is the default protocol used by the TDM Portal, however the page is still not able to display.

The customer updated the browser to Microsoft Edge and the Portal is able to launch.
