This happens when the start time of a job that, according to its statistics has a long run time, is moved to end of an Outage.
When the Outage is removed before even before the start of the Outage, the job is not launched but rather shifted back to the start time of the now removed Outage
The Job thus remains in Launch Wait with a start time at the start time of the now removed Outage while it is expected thatt he job is launched immediately.
In addition, any additionally planned Outage does not affect the job anymore!
If the Outage is removed after it started, the job starts as described in the docu.
